Shri Prasanna Kumar Mishra, (Chairman)

Shri Prasanna Kumar Mishra, an M.A. (Political Science) and Ph.D is a retired IAS officer. He joined the IAS in 1966 and worked in different capacities. He held various important assignments both with the Govt. of India and Orissa Govt. Some of his important assignments with Govt. of India include Chairman, Paradeep Port Trust, Chairman, National Pharmaceutical Pricing Authority, Secretary, Dept. of Coal. Some of his important assignments with Govt. of Orissa are Chairman, Orissa Mining Corporation (OMC), Managing Director, Tribal Development Corporation of Orissa, Secretary, Housing & Urban Development, Secretary, Food & Civil supplies, Secretary, Revenue, Secretary, Agriculture, Secretary, Finance, Nodal Officer for world Bank assisted projects and Additional Chief Secretary.


In his personal capacity he is actively engaged in an Experiment to evolve and appropriate agricultural strategy for the marginal farmers. He believes that satisfactory arrangement about micro-credit and restoration of the eco-system are crucial for the poor. In order to be emotionally close for the poor and the deprived segments of the society, he had voluntarily surrendered a part of his salary for two years as an experiment on self-denial. He has promoted a state level Micro Credit Co-operative Institution collect DINABANDHU for providing timely and adequate credit to small borrowers. DINABANDHU is functioning well for the past 6 years.


 sirShri Parashuram Nayak, Whole Time Director(WTD)

Shri P. Nayak, the Whole Time Director of SMCS is a former General Manager of State Bank of India. He was founder Chairman of the Koraput Panchabati Gramya Bank (Presently Utkal Gramya Bank) an RRB sponsored by SBI, which was adjudged as one of the five good banks in the Country by the Dantewala Committee appointed by the Govt. of India. As Development Manager, Lead Bank and Development Manager Agriculture in State Bank, he was actively associated in implementation of agriculture & priority sector lending in the State of Orissa. He had served in a number of important positions in the State Bank of India.  He was assigned with the job of leading a Task Force by State Bank of India to study the cause of shortfall in priority sector lending of Bank in the Country.  The report of the Task force is currently under implementation by the SBI.


He is a resource person in Micro Finance & giving training to Bankers, Govt. officials , NGOs, MFI officials in the State through CARE, Orissa University of Agriculture & Technology, XIMB, NABARD, State Bank of India, Indian Institute of Co-operative Management, Govt. of Orissa, SC & ST Research & Training Institute etc. He is also a resource person for UNDP, UNIDO, World Food Programme and DRDAs in the State. He anchored the State level training programme on behalf of Mission Shakti along with other selected agencies. He has been a Consultant in Micro Finance for last 6 years & is in the Policy and Standard Sub-group of SADHAN. Shri Nayak is also a member of Regional Advisory Committee of RGVN for R.O, Raipur and of RUDSET (Rural Devlopment & Self Employment Training Institute), Bhubaneswar.  He is an honorary member of the Advisory Council of the Center for Agri-Management (CAM), MBA (Agri- Business), Department of Business Administration, Utkal University, Bhubaneswar.


bedapati mohantyProf (Dr) Bedabati Mohanty,(Director)

She is the former Professor of Economics in Utkal University. She has vast experience in Rural Credit in the State of Orissa. She was associated with a number of Micro Finance Programme in the State. She is now a visiting faculty in NISWAS, one of the leading Rural Management Institute in the State. She has more than 30 articles published in different journals of repute.

Her publications among others are;-

  • Development of women: Present status & Future status.
  • Employment perspective in Rural India.
  • Violence against Women.

She has completed several projects and currently working in a major research Project (2007-10) assisted by U.G.C on Participation of women in the livelihood strategies of Tribals in Orissa.


Jagdish PradhanShri Jagadish Pradhan, (Director)

    Shri Jagdish Pradhan, B.A., LLb started his carrier in the field of Social Development in OXFAM (UK). Sri Pradhan by virtue of his vast experience and his concern for the poor, has institutionalized himself as a well known figure in the State.  He has promoted and implemented successfully various Community Based Organizations in eastern and north eastern states of India. While the MNCs are in  big race for marketing of their products, Shri Pradhan took the leading role in several campaigns concerning farmer’s issues vis-à-vis GATT/WTD, Environment and Ecological issues concerning Orissa and campaigns concerning rehabilitation and resettlement of Development Projects affected people in South and Western  Orissa. His association with national level networks like Bharat Jan Andolan, National Campaign for Survival and Dignity, Azadi Bachao Andolan, Gandhi Smarak Nidhi etc. is worth to note.  Besides, he played a promotional role and held key positions in state level NGO networks like Sanhati, ODMM for several years. At present, he is the founder president of Sahabhagi Vikash Abhiyan (SVA) and State convener of Paschim Orissa Krishijeevi Sangha (POKS) and founder Editor of Gaunlivichar and Gram Swaraj Abhiyan. He is presently a member of the National Commission on Farmers – Govt. of India.

Shri Prafulla Kumar Sahoo, (Director)

 Mr. Prafulla Kumar Sahoo is presently the Chairman of a leading NGO, CYSD. He has 25 years of experience in the field of Social Development. He has completed his Masters in Social Work from Tata Institute of Social Sciences, Mumbai and Diploma in Youth Work from International Youth Centre, Mumbai. He has also pursued certificate course on Monitoring and Evaluation as Management tools, Centre for Development and Population


He has received formal training on Total Quality Management on Team Technology, Maryland, USA. He has acquired skills on Project Monitoring and Evaluation, possess analytical skills and report writing. He has expertise in various sectors like Governance and Civil Society Building, Panchayat Raj Institutions, NGO Development and Management, Organizational Development and Institutional Building, Policy Analysis and Strategic Planning and Poverty Reduction Strategies. He has worked as Project Director of Integrated Rural and Tribal Development Projects and Trainer for NGO Management and Development. He has guided and conducted several Social Research and Evaluation Studies on Social and Community Development.



B.K. MahuntaShri Birendra Kumar Mahunta, (Director)

Born on 4th June 1949, has passed B.Sc, Hons (Physics), M.Sc (Physics), CAIIB.

He was the Chief General Manager(CGM), NABARD from March 2008 till retirement in June 2009.

As CGM he was in charge of Corporate Planning Department of  NABARD-Looked after District Planning, Corporate Planning, Issues relating to credit flow to agriculture and Debt Relief Scheme-2008 for RRBs and Co-op Banks.

As General Manager of NABARD from November 2000 to March 2008 looked after Dept. of Supervision (DOS), Formulated Guidelines for Supervision of MFOs, Regional Rural Banks and Co-op Banks, Formulated guidelines for amalgamation of RRBs.

As Deputy General Manager -Looked after affairs of Andhra Pradesh RO from October 2000 till April 2005 especially in Micro Finance, Supervision, Rural Infrastructure etc.


  • Faculty in National Bank Staff College, Lucknow and Handled topics in Risk Appraisal, Project Appraisal, Supervision, Computer Skills, Institutional Development, Micro Credit and Micro financ
  • Coordinated International Programme on Rural Industrialisation” for WASME Countries.
